Routing can enforce an approved campaign map, but regulatory interpretation and platform permission remain external responsibilities.

Start from an approved market map

Record where the campaign and each destination may operate, who approved that scope, and when it must be reviewed. The router should consume this decision rather than infer legality from an IP address or language setting.

Isolate acquisition channels

Keep network, campaign, affiliate, placement, and market identifiers distinct. Source isolation allows a buyer to tighten a problematic segment without changing another partner that serves the same geographic audience.

Exercise the complete mobile funnel

Test in-app browsers, external browsers, redirects, authentication or age gates, and destination links as applicable. A flow response alone does not prove that a user can complete the intended page journey.

Define conservative edge cases

Travelers, VPN users, shared carrier networks, uncertain geolocation, and missing language context require documented handling. Avoid absolute claims about a person's location or eligibility based on network evidence alone.

Maintain auditable market checks

Replay intended and excluded-region fixtures after policy changes, sample source-level events, and keep the results with the campaign record. Escalate discrepancies to the market owner before expanding traffic.
